Official statewide standard for youth electric micromobility safety

Section 01 — Institutional Overview & Mission

One standard. Every rider. Every pathway.

As electric-assist bicycles have become faster, heavier, and more common among young riders, Minnesota communities have been left to write their own rules — class by class, city by city, with no common measure of whether a young rider is actually prepared.

Minnesota E-RIDE Safety Standards Board was established to close that gap. E-RIDE Certification is the benchmark standard for youth electric micromobility safety: a single, uniform definition of competency covering the equipment a rider operates, the physics that govern it, the jurisdictions a rider crosses, and the traffic a rider must navigate.

The standard is designed for statutory and municipal adoption — written so that a council ordinance, a school district policy, or a state requirement can reference one certification with a consistent meaning in every jurisdiction that adopts it.

E-RIDE was developed in consultation with Minnesota law enforcement professionals — traffic safety and patrol officers who see the real-world collision risks, speed tampering, and roadway conflicts the standard is built to address. Their frontline experience shapes the competency domains and ensures the standard can be practically recognized and enforced on public ways.

"Certification is not a lesson plan. It is the measurable line between a rider who is ready for the roadway and one who is not."
